Built by General Electric Transportation Systems in February 1998 and numbered 715. This series of locomotives (a total of 18 would be built) were built to replace the EMD FL9's. These "Dual-Mode" units were built to operate on diesel power above-ground and on third-rail electric power when in the tunnels going into New York's Penn Station. Built by General Electric Transportation Systems in February 1998 and numbered 715. This series of locomotives (a total of 18 would be built) were built to replace the EMD FL9's. These "Dual-Mode" units were built to operate on diesel power above-ground and on third-rail electric power when in the tunnels going into New York's Penn Station. With funding provided by the State of New York, these units have been or will be repainted into Phase III with a special "Empire Service" emblem on each side. This unit is also equipped with an escape hatch similar to Metro-North Railroad's P32's that operate into Grand Central Terminal since Amtrak ran service there in 2018 due to trackwork at Penn Station.
