This car was originally built by Budd in 1947 for the Richmond, Fredericksburg & Potomac Railway and numbered 853. Conveyed to Amtrak in 1971, the car was converted into a High-Capacity coach and renumbered 6028. Retired by Amtrak in October 1981, the car then was owned by several private owners before being acquired by VIA and converted into an HEP-2 coach featuring upgraded enclosed luggage bins similar to those found on most commercial aircraft along with a small food prep and food cart area on one end of the car.
