Green Bay and Western's public relations activities since 1925 included the annual "Miller's Special," which allowed the flour merchants of Minneapolis to observe the GB&W first hand, along with the ferries and partner Ann Arbor. Through the 1950's the special began to resemble a first class passenger train. On July 23, 1960 diesel 503 handled Bar Car 21, Pullman "Eagle Ridge" T&P) and business car 600 to pick Pullman "Clifton," "Stillwater River" and "Thornapple River" which would provide adequate space for the Minneapolitans. Upon arrival at Kewaunee, the Pullmans made the crossing to Frankfort. Returning on Sunday July 24th, the special arrived at Winona's CB&Q depot later that evening. The Pullmans were placed at the head of abbreviated train No. 1. It was the last such trip dedicated to "flour power."1
