Athearn makes a pretty good ACF large covered hopper.  It is not nearly as good as the Accurail one, but for the money, it is a good purchase.  The Accurail kit is dead on for a Chessie covered hopper.  The Athearn one is close, but not exact.  Mine are both Bev-Bel decorated kits from an Athearn kit.

Below are my Athearn/Bev-Bel covered hoppers.  I bought these kits very early in my Chessie modeling.  I just assembled them and weathered them.  You will need to paint the bottom of yours black to be accurate.  Also, if you get one of these with the blue sill, the stripe should be extended to the end.  As they come in the box the blue stipe does not extend under the ladders, and it should.  Also, if you get one with a yellow sill, like the car below left, it is accurate.  Some large ACF covered hoppers were repainted all yellow like this.  Also, I may or may not have added the consolidated stencil decals.
