The unique C-15 was a series of 100 cars built by Standard Steel Car Co. in 1929. They measured a small 54'8" over buffers, 50' inside. Trucks were General Steel Castings cast steel BX trucks without clasp brakes. Doors were 7'. Floquil RR50 (Dark Blue) is the recommended blue for these cars. The same paint scheme was used for C-17 converted troop sleepers, see below.

B & O had 100 former troop sleepers in used as baggage express cars. Paint was the same as the C-15s above. Seven foot inside sliding doors were installed.

Photos of these cars as used in MOW service show a lack of uniformity in appearance. While retaining their end doors, the placement of the door, style of the door, plating (or not) of vents, and absence (or presence) of roof vents vary. A 1992 photo shows Allied full cushion trucks on one unit, while a 1975 photo of another car has traditional freight car trucks.

Built by Bethlehem Steel, these cars lasted into the 70s. When built, these were coach green with gold lettering. These cars measured 74' 1".
