The #823 was a maintenance-of-way flatcar that was converted to a sand car in 1977 when a tank car body was mounted onto its deck. The #823 remained as a sand car into the late 1980's, when the tank car body was removed and the flat was returned to maintenance of way service. The #823 currently serves as the boom car for the Orton crane #70.
