The Chicago Central and Pacific was a shortline result of the efforts of Illinois Central Gulf to spin off unwanted lines.  It was basically the Iowa line from the ICG Hawthorne Yard in Cicero, Illinois, west into Iowa.  It operated independently for a number of years, and then was repurchased by IC, only to become a part of Canadian National when the latter swallowed Illinois Central whole.  We would have to guess that these RPO cars were heavyweights off the IC converted to MW cars long before the CC&P was ever envisioned.  Although one of them looks like it could have UP heritage and may have come secondhand to the IC.
