The National Railroad Passenger Corporation, better known as Amtrak, was formed in 1971. Railroads were allowed to stop running their own passenger trains (which had rarely, if ever, made money) if they joined. This required a fee, and most chose to pay with as much equipment as possible, since they would have no use for it. Thus Amtrak's first cars and locomotives were well-worn. Some were rebuilt, but most did not last very long.

The company moved quickly to buy what it could. Rebuilt TurboTrains are still in use in some corridors, but the SDP40F's proved unstable and were soon "rebuilt" into F40's. The P30CH was a GE competitor.
