Built by General Motors Electro-Motive Division in January 1988 and numbered 406. Several locomotives in this series were built using parts from traded in EMD SDP40F locomotives that Amtrak used in the 1970's. This unit would operate until being stored in May 2001 and would be rebuilt as a "Non-Powered Control Unit" or NPCU but fitted with Head-End Power capability for use on Amtrak's 40th Anniversary Exhibit Train.
