This car was originally built by Budd in 1947 for the Pennsylvania Railroad as a 74 seat coach and numbered 4063. The car was later operated by Penn Central (same number) and conveyed to Amtrak in 1971 and numbered 6806. Under Amtrak ownership, the car operated as a High-Capacity coach. Retired by Amtrak in November 1977, the car eventually operated on Great Western Tours and later the North Coast Railroad, retaining it's Amtrak number before eventually being acquired by VIA. VIA then rebuilt the car into an HEP-2 Coach featuring upgraded enclosed luggage bins similar to those found on most commercial aircraft along with a small food prep and food cart area on one end of the car.
