NOTE: The Norkraft Domtar pulp mill in Lebel-Sur-Quevillon (QC) had been stopped since November 2005 by a lock out, the mill permanently closed December 18 2008. The pulp mill and the sawmill, also closed, were responsible for 70% of the job in this one industry town of 3000 citizens located 600km north of Montreal.
